Zapata Technology was founded by Randall P. Zapata, a U.S. Army veteran, in 2007. As Chief Visionary Officer, he leads the company’s strategic direction in delivering AI-powered defense technology solutions. The company has been recognized 3x on the Inc. 5000 and 2x on the Washington Technology Fast 50.

Zapata Technology holds the following prime contract vehicles: OASIS+ Total Small Business (47QRCA25DS585), OASIS+ 8(a) Small Business (47QRCA25DA204), GSA 8(a) STARS III GWAC (47QTCB22D0134), SeaPort-NxG (N0017821D9470), and memberships in the IWRP and C5 Consortium OTAs.

OASIS+ is a GSA government-wide, multi-award indefinite delivery/indefinite quantity (MA-IDIQ) contract for integrated professional services. It replaces the original OASIS program with expanded scope and modernized ordering procedures. Contracting officers across all federal agencies can issue task orders against OASIS+ without additional competition at the contract level. Zapata Technology holds both the Total Small Business and 8(a) Small Business pools.

OASIS+ Total Small Business is open to all qualifying small businesses, while OASIS+ 8(a) is restricted to SBA 8(a)-certified small disadvantaged businesses. Zapata Technology holds both vehicles, giving contracting officers two streamlined procurement paths depending on their set-aside requirements.

GSA 8(a) STARS III is a $50 billion-ceiling Government-wide Acquisition Contract (GWAC) for IT services. Zapata Technology is an awardee under contract 47QTCB22D0134 in the Emerging Technologies and OCONUS Place of Performance sub-areas. STARS III provides federal agencies a streamlined vehicle to procure IT solutions including AI/ML, cybersecurity, cloud, and software development.

SeaPort Next Generation (SeaPort-NxG) is the Department of the Navy’s primary multiple-award IDIQ contract vehicle for engineering, technical, and programmatic support services. Zapata Technology is a prime contractor under contract N0017821D9470. SeaPort-NxG covers 23 functional areas including cybersecurity, software engineering, and systems engineering.

A Veteran-Owned Small Business (VOSB) is a small business that is at least 51% owned and controlled by one or more veterans. Zapata Technology is a VA-Verified VOSB, qualifying us for VOSB set-aside contracts across all federal agencies. Primes receive small business subcontracting plan credit for work placed with VOSBs.

A VOSB is owned by a veteran; a Service-Disabled Veteran-Owned Small Business (SDVOSB) requires the veteran owner to have a VA-rated service-connected disability. Federal agencies have separate set-aside goals for each category. Both provide subcontracting credit for prime contractors.

Zapata Technology is eligible for: VOSB set-asides (VA Verified), Small Disadvantaged Business (SDB) set-asides, and Small Business set-asides. We also hold contract vehicles awarded under the 8(a) program (OASIS+ 8(a) and STARS III), providing additional procurement pathways for federal agencies.

CMMI (Capability Maturity Model Integration) Level 3 means an organization’s processes are well-defined, documented, and consistently followed across all projects. Zapata Technology is appraised at CMMI Level 3 for both Development and Services, which is a key evaluation factor in many DoD and federal IT procurements.

NIST Special Publication 800-171 defines the security requirements for protecting Controlled Unclassified Information (CUI) in non-federal systems. Zapata Technology is NIST 800-171 Rev. 2 compliant, meeting all 110 security requirements for handling CUI on defense contracts.

CASCADE is Zapata Technology’s proprietary AI-powered operational-support platform for intelligence analysis.
